7.2 Database Matches, Reject Codes and C-Codes Clearance

If the student’s social security number (SSN), name, or date of birth doesn’t match Social Security records, the citizenship status can’t be confirmed as indicated by the comment printed on the output document. The student will be instructed to make the necessary corrections to the SSN, name, or date of birth. Corrected output documents will be reviewed for eligible citizenship status.

If citizenship is not confirmed, a student may provide the college with documentation of his/her status. Students determined to be a citizen or national may be confirmed with any of the following documents:

Copy of birth certificate
U.S. Passport
Copy of Form FS-240
Certificate of Citizenship (N560 or N561)
Certificate of Naturalization (N550 or N570)
Other documentation as appropriate, including G-845

Documentation must be maintained in the student’s file. Students will be encouraged to contact the Social Security Administration to have their status updated. Students determined to be an eligible non-citizen must have a correction submitted with the Alien Registration Number or A-Number to CPS.

A student must be a citizen or eligible noncitizen to receive aid from the Federal Student Aid programs based on requirements outlined in 34 CFR 668.32 (d), 34 CFR 668.33 and Subpart I of Part 668. Eligible noncitizens must be in the U.S. for other than a temporary purpose with the intention of becoming a citizen or lawful permanent resident, as evidenced by the United States Citizenship and Immigration Services (USCIS) in the Department of Homeland Security (DHS). The eligible statuses are:

A U.S. citizen or national
A U.S. permanent resident
Citizens of the Freely Associated States: the Federated States of Micronesia and the Republics of Palau and the Marshall Islands
Other eligible noncitizens

The DOE performs matches against the application to verify the student’s citizenship status. A student who is not confirmed through DHS and SSA by the Federal CPS match will be verified for eligibility once during each academic year prior to disbursing aid by the KCTCS College the student attends.

Men aged 18-25 are required to register with the Selective Service System to be eligible for Federal Student Aid funds. Students exempt from this requirement include:

Students currently enrolled in the armed services
Males not yet 18 at time of completing the FAFSA
Males born prior to 1960
Citizens of the Republic of Palau, the republic of the Marshall Islands, or the Federated States of Micronesia
Non-citizens who first entered the U.S. after they turned 26
Non-citizens who entered the U.S. as lawful nonimmigrants on a valid visa and remained in the U.S. on the terms of that visa until after they turned 26

Students who failed to register prior to turning 26 may appeal through the local college financial aid office in an effort to demonstrate that he did not knowingly and willfully fail to register.

All conflicts between NSLDS and the information provided on the FAFSA will be resolved prior to disbursing Title IV aid. Conflicts are identified as a result of the NSLDS match provided on the SAR and/or ISIR.
