5.1 Federal Student Consumer Information Requirements

In addition to requiring KCTCS institutions to provide student consumer information, federal regulations require colleges to notify students enrolled in KCTCS colleges annually of the types of consumer information outlined in the annual Federal Student Aid Handbook.

System Office Financial Aid is responsible for monitoring, overseeing, interpreting, gathering, and maintaining system-wide student consumer information. The System Office maintains system-wide comprehensive Student Consumer Information on the System Office Financial Aid website.

Each KCTCS college’s Financial Aid Director (or designee) is responsible for gathering, monitoring, maintaining, and disseminating local student consumer information unique to each institution. Compliance and strict adherence to all published KCTCS procedures and federal regulations related to Student Consumer Information is the responsibility of each KCTCS college Financial Aid Director as outlined and documented in the institution’s local Student Consumer Information.

The KCTCS College Financial Aid Director, or their designee, must annually distribute, notify or make available to each enrolled student their local Student Consumer Information data. Dissemination of local Student Consumer Information is the responsibility of the KCTCS College Financial Aid Director, or their designee as outlined and documented in the institution’s local Student Consumer Information. Annual notification of local Student Consumer Information may be accomplished through electronic notification via college/student email system directing the student to the institution’s website or by paper publications such as pamphlets, brochures, or booklets mailed or otherwise distributed to enrolled students directing them to the institution’s website.

Each KCTCS college has a designated individual responsible for distributing an annual security report including crime statistics and campus policies and procedures regarding security matters to enrolled students and current employees. Prospective students and employees are informed of the report’s availability and given an opportunity to obtain it. Financial aid departments at the System Office and individual colleges are not directly responsible for creating or maintaining the annual security information. However, each college’s Financial Aid Director, or designee, is responsible for ensuring the Annual Security Report information is located, identified, and referenced within the local college Student Consumer Information. The local Student Consumer Information must identify and reference:

  • The individual at the college who compiles, maintains, distributes, and submits the crime statistics to the DOE
  • The individual at the college who constructs and reports the institution’s policies regarding campus security

5.1.5.1 Timely Warnings and Emergency Notifications

Each KCTCS college must make timely warnings about certain crimes to the campus community and has a designated individual responsible for identifying reportable crimes, notifying the campus community, and recording incidents for required reporting. The Financial Aid Director at each college is responsible for contacting this individual to access the report for inclusion in the local college’s Student Consumer Information. KCTCS colleges must follow emergency notification procedures if there is an immediate health or safety threat on campus. KCTCS utilizes a Safety Notification Alert Process (SNAP) to notify students and employees of an immediate threat on campus, safety issues, weather emergencies, and other safety information to be shared. The System Office and all colleges are required to maintain a Crisis Management Team (CMT) with members trained to take the lead and serve as resources during a crisis on campus. SNAP notifications are sent through email, text messages, phone calls, and website postings. SNAP information is available on the KCTCS Safety and Security page.

The college Financial Aid Directors are responsible for contacting the CMT for information to be included in the college’s Student Consumer Information. The primary CMT contacts for each of the 16 colleges can be accessed on the KCTCS Safety and Security page.

The KCTCS local Student Consumer Information must identify and reference:

  • The type of notification
  • Who is responsible for providing the notification
  • Under what circumstances the notification is made
  • Who should be notified

5.1.5.2 Campus Crime Log

A designated individual at each KCTCS college maintains and makes available a daily crime log. The college Financial Aid Director, or their designee, is responsible for ensuring that the Campus Crime Log information is located, identified and referenced within the local college student consumer information. The KCTCS local Student Consumer Information must identify and reference:

  • Who is responsible for making the campus crime log available
  • Who may have access to the log’s information

KCTCS has no athletic programs.
