The Huron Group’s project team met via Teams with the Board to discuss the Resource and Program Optimization study. Details about the study, including a timeline and next steps, were discussed.

The Board approved the naming of the Allied Health Building at WKCTC to the “Barbara Veazey Allied Health Building,” as requested by President Anton Reece and endorsed by the West Kentucky Community and Technical College Board of Directors and the PJC, Inc. Board of Trustees. Dr. Veazey was the first president of WKCTC when the Kentucky Community and Technical College System was established and remained in the position until 2015. Dr. Veazey worked at WKCTC and its foundational colleges, Paducah Community College and West Kentucky Technical College for more than 40 years, the last fourteen as president. Dr. Veazey was instrumental in the establishment of the Allied Health Building and the development and growth of WKCTC’s healthcare education programs.

The Board approved three enhancements to the current 403(b) retirement plan for KCTCS employees: (1) moving to a one-year vesting plan, (2) defining in plan documents a “break in service” as six months and, (3) implementing a 30-day waiver.

A report was received about personnel actions and ratified.

The Board approved revisions to the Board Officer and Student Election Procedures which specify how a special election should be conducted should the need for one arise.

The Board approved the KCTCS Financial Audit Report for the 2021-22 fiscal year. The independent opinion issued by FORVIS is an unmodified opinion. This opinion means that the KCTCS financial statements present fairly, in all material respects, KCTCS’ financial position as of June 30, 2022, and the changes in its financial position and its cash flows for the year ended June 30, 2022. The audit firm has reported that there are no deficiencies in the KCTCS internal controls that are considered material weaknesses.

Administrative Policies Policy Number: 5.4.1 specifies that, “A budget reserve will be budgeted annually by the KCTCS Board of Regents.” In September, the Board requested staff review the procedure and report suggested recommendations at the December meeting. After discussions and further research, it was suggested by President Czarapata that research continue in this area and the Board delay any action until the March 2023 meeting.

Governing boards function best when the ethical standards for trustee behavior are clear. The Association of Community College Trustees (ACCT) recommends that all boards adopt a set of standards, often called a "code of ethics" or "standards for good practice." The Board approved its own code, which was developed based on the ACCT model code.

In accordance with KRS 164A.575, interim authorization for a capital construction project with a scope greater than $1,000,000 be approved by the KCTCS Board of Regents and reported to the Capital Projects and Bond Oversight Committee.

The Board approved the scope increase of $1.6 million for Fire Alarm Upgrades for colleges in the eastern region of the state; $1.6 million for Fire Alarm Upgrades for colleges in the western region of the state; $600,000 for the construction of a classroom building of the Fire Commission at the National Responder Preparedness Center; $7.5 million for emergency repairs at Hazard Community and Technical College due to recent flooding; $3.1 million for emergency repairs for Southeast Community and Technical College due to recent flooding.

The Board approved 6,198 academic credential requests spanning between

July 16, 2022 – September 30, 2022 (associate degrees, diplomas, and certificates). These credentials include:

  • 3,960 candidates for certificates.
  • 349 candidates for diplomas; and
  • 1,889 candidates for associate degrees.
