The Board of Regents elected the following officers to serve a one-year term for 2022-23:
- Chair – Ms. Lisa Desmarais
- Vice Chair – Mr. James Lee Stevens
- Secretary – Dr. Wendy Fletcher
A report was received about personnel actions and ratified.
The Board received a report from Resource Optimization Committee Chair Fletcher and
voted to approve three recommendations:
- Hire an outside entity to review building utilization/optimization, including college operations and program offerings. Include opportunities to streamline administrative services, hubs, etc. The study will look at enrollment and potential need of consolidating certain programs.
- Develop standardization of online course quality review using KCTCS Essential Standards (“KES”)– policy, procedure, review, timeline for implementation, pilot with gateway courses by January 2023, full implementation end of spring 2023 (include faculty professional development, possible certification). Bring Senate Council/faculty into the development plan; survey colleges on current use of KES practices; create policy/procedure/practices for access and use of the Student Success data dashboard; ensure an evaluation process with timely feedback and opportunities for any needed improvements to ensure all courses are meeting the expected standards.
- Creation of a dedicated diversity coordinator/director position at the Colleges or shared regionally (at least 50% of position role or higher).
The KCTCS Board of Regents reviews and approves college mission statements on a regular
interval to meet Board policy and accreditation requirements. To expedite that review
and ensure an appropriate timeline within the KCTCS strategic planning process, KCTCS
Administrative Policy 1.2.1 was revised to bring all college mission statements to
the Board of Regents for approval at the Board meeting before any new strategic plan
is implemented. The 16 college mission statements were presented and approved. College
mission statements will again come up for review in 2026.
The Board received a report from Audit Committee Chair Desmarais and voted to approve
an Audit Committee charter which will guide the committee’s work.
The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC)
Comprehensive Standard, 4.2.g, states: “The governing board defines and regularly
evaluates its responsibilities and expectations. (Board Evaluation.)” This is contained
in the 2018 Principles of Accreditation: Foundations for Quality Enhancement. Pursuant
to this standard (adopted in 2017), the KCTCS Board of Regents conducts an annual
Board evaluation, which includes ratings and comments, from Regents on both performance
and practices. Suggestions for continuous improvement were discussed but no official
action was taken.
The salary schedule includes salary ranges for regular full-time faculty and staff.
The funding for the schedule is included in the KCTCS annual budget.
The KCTCS Board of Regents approved a 7.0 percent recurring salary in FY 2022-23 for
each regular, full-time faculty employee who earns at least the “Fully Met Job Requirements
(M)” rating and each regular, full-time staff member who earns at least the "Met Expectations
(2)” rating in the 2021-22 KCTCS performance evaluation process and were hired prior
to March 31, 2022.
The KCTCS Board of Regents adopted the 2022-23 budget resolution regarding the 2022-23
Annual Budget for the Kentucky Community and Technical College System. This budget
and its provisions will be effective July 1, 2022, through June 30, 2023.
The KCTCS Board of Regents approved the Madisonville Glema Mahr Roof Replacement and
Southeast KY Mechanical Equipment Upgrades capital projects for 2022-23.
The Board approved 13,983 academic credential requests spanning between January 8,
2022 – April 8, 2022 (associate degrees, diplomas, and certificates). These credentials
include:
- 9,586 candidates for certificates;
- 748 candidates for diplomas; and
- 3,649 candidates for associate degrees.

President’s Report
Dr. Czarapata presented information about the Morehead Ph.D. cohort, CPE diversity assessment results, new hires, and an opportunity for Regents to attend the ACCT New Trustee Conference in Washington, DC, in August.
