Meeting Highlights
- Huron Study Progress Report.
KCTCS Acting President Larry Ferguson shared a progress report on the Huron Study, a comprehensive assessment of the system’s physical resources, programs and administrative support structures. The study’s purpose was to maximize system resources by improving business operations, cross-campus collaboration, and overall efficiency in alignment with the system’s strategic plan.
In June, the KCTCS Board of Regents approved the top 12 priorities in four areas -- space utilization assessment, academic programming optimization, financial and organizational assessment, and other considerations. Dr. Ferguson shared that in the short amount of time, progress has been made on all 12 priorities. All 12 priorities are underway and will be implemented, or in process, by the end of the year and the remaining priorities will be addressed in the future.
Huron’s analysis helped quantify the total savings opportunities, ranging from $18.9 million to a high of $43.1 million. Savings would come from a mix
- Ratified Personnel Actions.
A report was received about personnel actions and ratified. -
Approved Audit Plan.
The Board approved the 2023-24 Internal Audit Plan was approved by the KCTCS Board of Regents Audit Committee on September 21, 2023. The role of internal audit is to provide independent assurance that an organization's risk management, governance, and internal control processes are designed appropriately and are operating effectively. -
Approved KCTCS’ 2024-2026 Biennial Budget Request.
Interim KCTCS Vice President Combs noted that Statutorily, KCTCS must submit a Biennial Budget request to the Council on Postsecondary Education (CPE), the Legislative Research Commission (LRC), and the Governor of Kentucky – Office of State Budget Director (OSBD). The KCTCS operating and capital requests are developed in cooperation with the KCTCS President’s Leadership Team, CPE, and OSBD. The Board approved the $436,176, 600 in operating funds and $626,800,000 in capital projects in conjunction with the Huron space utilization project. -

Heard an update on progress and key performance indicators (KPIs) for the KCTCS Strategic Plan 2022-2026.

Approved KCTCS Colleges’ candidates for credentials.
The Board approved 15, 196 academic credential requests spanning between April 7, 2023 – July 13, 2023 (associate degrees, diplomas, and certificates). These credentials include:-
11,571 candidates for certificates;

521 candidates for diplomas; and
-
3,101 candidates for associate degrees.

Other Highlights:
- Received updates/reports on the following items:
- Chair Martin recognized outgoing KCTCS Board of Regents Chair James Lee Stevens for his commitment and service.
- Chair Martin introduced the two new KCTCS Board of Regents members. Student Regent Ms. Layah Hodges, and Student Regent Ms. Alexandra Martin. He also shared that a new member orientation session was conducted in connection with the KCTCS Board of Regents meetings on September 21-22, 2023.
- KCTCS Board of Regents Audit Committee Chair Russell Cox provided an update to the full Board on the August 30, 2023, Audit Committee meeting.
- Audit Committee Chair Cox presented an Information Agenda Item with changes that need to be made to the Audit Committee Charter and the KCTCS Board of Regents Bylaws.
- President’s Report by KCTCS Acting President Dr. Larry Ferguson.
- Acting KCTCS President Dr. Ferguson introduced the new Big Sandy Community and Technical College CEO/President Dr. Scott Rule to the Board of Regents.
- Update of the ongoing search for a permanent KCTCS President by KCTCS Chief of Staff Hannah Rivera.
- Update of the 2024 KCTCS Legislative Agenda was provided by KCTCS Chief of Staff Hannah Rivera.
- Update about the Other Postemployment Benefits (OPEB) Trust was provided by KCTCS General Counsel and Parliamentarian Pam Duncan and Interim KCTCS Vice President Buddy Combs.
- Received an update on the KCTCS Financial Report.
